Le Quang Duong
Member of the Founding Board
He graduated from Hanoi University of Medicine in 1995 and took the Master course of Public Health with the major in Maternal and Child Health in 2005 at the University of Illinois in Chicago, America. Dr. Le Quang Duong has over 10 working-experience years of the health systems of the Vietnamese government and international organizations in the fields of research on and intervention approaches of reproductive health care, especially for vulnerable people and ethnic minorities in difficult areas.

Khuat Viet Hung

Completed doctoral dissertation in planning and traffic engineering at the University of Darmstadt, Germany in 2006. After a period working for the University of Transport as Director of the Institute of Planning and Management of Transportation, Director of the Center for International Collaborative Research and Training, Dr. Hung is currently working at the Department of Transportation, Ministry of Transportation.
Dr. Hung has a lot of experience in the consulting project planning and development of public transport systems in major cities such as Hanoi, Ho Chi Minh City, Da Nang, Quang Ninh and Hai Phong. Dr. Hung is also involved in many projects on making strategies for sustainable urban development for the medium-sized city in Vietnam. He also participated in many international conferences related to development and traffic planning, sustainable development and environmental protection, such as reduce carbon ... Since 2010, Dr. Hung participated in SCDI as a member of the Founding Board.
Research and interest areas: capacity building for non-governmental organizations, urban development, social sustainable development, social responsibility of businesses and organizations....

Pham Thi Kim Ngoc

Graduated from the Hanoi University of Technology in 1996 with a degree in engineer economic Chemistry. In 2000, had a master's degree in Business Administration at the Asian Institute of Technology (AIT). In 2008, completed doctoral thesis degree in Social Sciences and Economics, University of Fribourg, Switzerland; currently lecturer of Management Science and Law, Institute of Economics and Management, Hanoi University of Technology.
Areas of expertise: Research and teaching strategic management, general management, organizational behavior, human resource management, etc.; training skills in planning, teamwork, technical management, authorization and communication skills .... and research and evaluate the impact of small and medium enterprises in Vietnam. Since 2010, participation in SCDI as a member of the Founding Board and member of the Board of Directors of SCDI since 2011.

Mai Thi Viet Thang

She worked for the Institute of Psychology after graduating from the Psychology Department of the University of Social Sciences and Humanities in 1998. From 2004 to 2006, she finished Master of Education (M.Ed) in Education Counseling, New Orleans University, LA, United States of America. In March 2007, the National Board of Certificated Counselors granted her the certificate of the National Certificated Counselor (NCC). She is experienced in family issues, reproductive and sexual health, multi-culture adaptation, and vulnerable population such as people living with HIV, sex workers, drug users, disadvantaged children, and women.

Khuat Thi Hai Oanh

Khuat Thi Hai Oanh is a medical doctor graduated from Hanoi Medical University, with a Master Degree on Sexual and Reproductive Health Research from London School of Hygiene and Tropical Medicine.
Dr.Oanh has been strongly working towards and advocating for an inclusive society contributing to Sustainable Development Goals agenda through improving life of most vulnerable and marginalized populations: sex workers, drug users, people living with HIV, their spouses and children, poor migrants, ethnic minorities as well as LGBTI people. She played a key role in realizing the first-ever Global Fund to Fight HIV program implemented by communities and civil society in Vietnam starting in 2011 and making it a success.
Dr.Oanh is Chair of VCSPA – the largest platform of civil society supporting vulnerable populations in Vietnam. She is Chair of Council of Representatives of the Asia Pacific Coalition of AIDS Service Organizations (APCASO), and Chair of Global Fund Advocate Network in Asia and the Pacific (GFAN AP). She is a member of the Advisory Group on community, rights and gender issues to the Global Fund on AIDS, TB and Malaria, and a member of the Strategic and Technical Advisory Committee on HIV and Viral Hepatitis for World Health Organization.
In 2017, Dr. Oanh was among the list of 50 Most Influential Vietnamese Women by Forbes Vietnam.

Pham Hoai Thanh

He graduated from Hanoi University of Fine Arts in 1985. He has worked in the field of fine arts and painting. In addition, he has 15 working-experience years in graphic design, including brand identity design, newspaper, advocacy-products design, or book design. He was a lecturer assistant of newspaper design of the Press University of Lille (France) and the FOJO Institute of the Press (Sweden) in Vietnam. He implemented many projects of photo exhibition and book exhibition related to social issues, environment, history, culture, tourism, and especially sensitive issues, for example, HIV and infection drug users.
Central Council

Nguyen Trong Dam
Member of the Founding Board
Mr. Nguyen Trong Dam was born in 1957. He has experiences in developing and implementing labour and social policies for over 30 years. He first worked in Department of Labours, Invalids and Social Affairs in Hai Phong for 12 years before transferring to the Ministry office and working here until 2017. Mr. Nguyen Trong Dam used to hold office as Director of Social Protection Department and as Vice Minister of Ministry of Labours, Invalids and Social Affairs. He has received third-class Independence Medal for his work and contribution.
Since October 2017 after retiring from MOLISA, he has assumed the duties of Vice President of the Vietnam Association for the Support of Handicapped and Orphans until now.


David Koh

David was born and grew up in Singapore. He joined the SCDI Board in 2012. He held the position of Board Chairman from May 2012 to January 2019.
David Koh is a long-standing observer of Vietnamese politics and society. Speaking and writing Vietnamese fluently, he travels to Vietnam frequently to be in touch. His PhD was on political sciences from Australian National University, majoring in Vietnam, and he has also forked into Strategic Studies and Southeast Asian Studies. He read Economics, History, and Chinese Studies while at the university.
He has done extensive work on Vietnam, writing regularly as a member of the Institute of Southeast Asian Studies in Singapore, where he worked for 15 years and specialized on Vietnam. His working experience has been in sales, copywriting, prisoner rehabilitation, keeping medical records, foreign affairs, conference organizer, journal editor, and consultant.

Didier Laureillard

Didier Laureillard is a physician, specialized in infectious and tropical diseases, especially in HIV infection, tuberculosis, and viral hepatitis. He is currently working as senior consultant in the department of infectious and tropical disease in the University Hospital of Nîmes, France. He is also a well known clinical researcher (investigators of several studies on HIV) as member of the INSERM UMR 1058 team, based in Montpellier, France. He is currently participating as anexpert to several scientific boards of the French National Agency for Research on HIV/AIDS and viral hepatitis (ANRS).
He spent 4 years in Vietnam (2010-2014) as Clinical Research Advisor and representative of ANRS. He developed networks between Vietnamese and French researchers, and some clinical trials on HIV/AIDS, notably on TB-HIV co-infection in Ho Chi Minh City as principal investigator. He also participated to the implementation of DRIVE-IN study in People who used drugs (PWUD) in Hai Phong in collaboration with SCDI and is currently investigator in DRIVE, the second phase of the research program developed in Hai Phong among PWUD in collaboration with SCDI, funded by ANRS and US NIDA.
Before his academic experience, he worked more than 10 years in Africa and South East Asia for Médecins Sans Frontières, an International Medical NGO and 5 years in the Clinical Immunology Department of the European Georges Pompidou Hospital in Paris. Between 2001 and 2006, he implemented in Cambodia the first program of access to antiretroviral treatment in the country, then initiated the CAMELIA trial in TB/HIV co-infected patients and participated to several networks on TB/HIV co-infection.

Daniele Belanger

Danièle Bélanger is a professor at Université Laval in Québec city, Canada. She has done research on Vietnam in partnership with various Vietnamese organizations and researchers for 20 years. Her academic work examines social processes related to socio-demographic change such as increasing female singlehood, declining fertility, the emerging female deficit and increasing migration in Asian context. Her major current project funded by the Social Science and Humanities Research Council of Canada (SSHRC) is on migration from Southeast Asia to East Asia and the impact of this migration on sending and receiving communities. She focuses particularly on the migration of Vietnamese women for marriage or work to South Korea, Taiwan and Japan. She is the co-editor of the recently published volume Reconfiguring Families in Contemporary Vietnam (Stanford University Press, 2009). Some of her recent publications include: ‘Marriages with Foreign Women in East Asia: Bride Trafficking or Voluntary Migration?’ Population and Societies, 2010, ‘Impact of Transnational Migration on Gender and Marriage in Sending Communities of Vietnam’, Current Sociology (co-authored with Tran Giang Linh), and ‘Foreign Brides Surveys: Ethnic Statistics in East Asia’, Ethnic and Racial Studies, 2009 (co-authored with Hye-Kyung Lee and Hongzen Wang). Between 2004 and 2010, Danièle was a board member of Action Canada for Population and Development, a Canadian NGO working in the area of reproductive and sexual health and rights.

She has held the position of the Administrative Manager in SCDI since it was newly established in 2010.
