Raising awareness on rights and policies for sex workers

In order to help sex workers to have better awareness on human and citizen rights, increased knowledge on laws and policies related to sex workers, on 15th – 16th May 2013, SCDI had organized a training on rights and policies related to sex workers.



The facilitator of the training Lawyer, Ph.D Ha Thi Mai Hien, Senior researcher at the Institute of state and laws, Vietnam Academy of Social Sciences; and Ph.D Pham Thi Thanh Van, Institute for Family and Gender Studies. The participants were 12 core members of 4 CBOs of sex workers in the North.

The training consisted of 3 main topics:

  • Policies and laws on human, citizen and women rights
  • Vietnam Policies and laws on prostitution prevention
  • Women rights and right protection skills

Topic 1 introduced fundamental concepts about human rights, citizen rights, women rights; the views of the Party and government on human rights, citizen rights, women rights; international documents on human rights, women rights that was signed by Vietnam; Vietnam Convention on citizen and women rights.

Topic 2 covered the awareness, view of the Party and the government on sex work and the negative impacts of sex work; the objectives of Vietnam policies and laws on prostitution prevention; Vietnam fundamental laws on prostitution prevention.

Topic 3 focused on policy and laws implementation to protect the right of sex workers.


In order to prevent the violation of their rights, the participants were provided with needed skills:

  • Director of Commune People Committee: a) Warning fines; b) Penalize up to 10% of the maximum amount stated in the regulation at Point 24 of the Administrative Violation Laws but not exceeding 5,000,000 vnd;
  • Director of District People Committee: a) Warning fines; b) Penalize up to 50% of the maximum amount stated in the regulation at Point 24 of the Administrative Violation Laws but not exceeding 50,000,000 vnd;
  • Jurisdiction of People Police: a) Warning fines; b) Penalize up to 1% of the maximum amount stated in the regulation at Point 24 of the Administrative Violation Laws but not exceeding 500,000 vnd;
  • Jurisdiction of Head of Police agency: a) Warning fines; b) Penalize up to 3% but not exceeding 1,500,000 vnd;
  • Head of Commune Police, Police school, Head of Police centers: a) Warning fines; b) Penalize up to 5% but not exceeding 2,500,000 vnd;
  • Head ofDistrict Police, Police school: a) Warning fines; b) Penalize up to 20% but not exceeding 25,000,000 vnd;
