People living with HIV contributing to the Guideline on SRH for PLHIV

On 11th December 2011, in Hanoi, the second Consultation to the Guideline on SRH for PLHIV organized by the Child and Maternal Health Department (MOH) with support from Pathfinder International has taken place.
The participants of the consultation are representatives from VAAC, the General Office for Population and Family Planning, Department of Legal Affairs, Department of Planning and Finance and Department of Science and Training of the MOH; leading experts in the fields of obstetrics and gynecology and dermatology; representatives from international and national organizations working on HIV and especially the Vietnam Civil Society Partnership Platform on AIDS (VCSPA).
After the first consultation, the Drafting team of the Child and Maternal Health Department (MOH) had collected the inputs from experts, VCSPA members, HIV and SRH service providers at different levels. This second consultation was developed for more concrete and clearer inputs and especially to have agreed regulations to improve and protect the rights of PLHIV in SRH related service facilities.
The Consultation had collected useful technical and practical inputs from the participants. Yet there were still disagreement on whether to include SRH instructions for serodiscordant couples in this guideline. One member of the Child and Maternal Health Department said “we understand that the needs of PLHIV for safe conceiving is legitimate and humane, especially in serodiscordant couples, yet in this guideline we need to consider carefully due to limitations in legal aspects of using ovum and sperm of PLHIV in relation to fertilization of HIV-negative people.”
The representative of VCSPA highly appreciates the openness of the Ministry of Health in collecting inputs from representatives of PLHIV and other civil society groups but still strongly advocates for the inclusion of the SRH instructions in the Guidelines.
