Workshop on GFATM’s New Funding Model and Country Dialogue preparation

On 16th – 17th April 2014, in Hanoi, SCDI and the Asia Pacific Council of AIDS Service Organizations (APCASO) organized the workshop on GFATM’s New Funding Model and Country Dialogue preparation. The workshop is under the technical assistant initiative, which is to support the participation of civil society organizations in the New Funding Model of the Global Fund. This technical assistant grant is implemented in 8 countries in the world including Vietnam.
The participants of the Workshop included communities affected by the three diseases, PLHIV, People who use drugs, Sex workers, Men who have sex with men and transgender people; representatives from non-governmental organizations - ISDS, Life, and Care etc and representatives from GF project VUSTA component.
After 2 days of working, the Workshop has achieved the following:
- Community representatives change from 0 to 2 people in the GF’s Country Coordinating Mechanism (CCM). This is the recommendation from the Workshop and has been reflected in a CCM meeting by civil society representatives. This is truly meaningful as just one week ago, some CCM members had voted for 0 affected community members in the CCM.
- The participants have agreed upon key programs to propose to be included in the Concept Note for the Global Fund.
- An initial list of program to propose for reallocation of funding.
- The participants are aware of and commit to participate in the country dialogue.
According to the feedbacks of the participants, the workshop has helped them to understand the structure, processes and functions of the Global Fund, CCM and the New Funding Model as well as the roles of civil society organizations and affected community representatives in the CCM and the NFM. This is also an opportunity for the participants to share and update information on the HIV epidemic in Vietnam. The participants highly appreciated and found the workshop very useful.
In the mean time, with the technical support from APCASO, SCDI will continue to implement activities to improve the participation of affected communities in the country dialogue as well as the process of submitting the concept note to the Global Fund.
